  16.      Pilot (PCP) notice board file (/_v_a_r/_a_d_m/_p_c_p_l_o_g/_N_O_T_I_C_E_S) in an atomic
  17.      manner that guards against corruption of the notice board file by
  18.      concurrent invocations of ppppmmmmppppoooosssstttt.

  20.      The PCP notice board is intended to be a persistent store and
  21.      clearinghouse for important messages relating to the operation of the PCP
  22.      and the notification of performance alerts from ppppmmmmiiiieeee(1) when other
  23.      notification options are either unavailable or unsuitable.

  25.      Messages are preprended with the current time, and when the current day
  26.      is different to the last time the notice board file was written, ppppmmmmppppoooosssstttt
  27.      will insert today's full date in the front of the message.

  29.      If the notice board file does not exist, ppppmmmmppppoooosssstttt will create it.  Due to
  30.      the importance of the notice board file, ppppmmmmppppoooosssstttt is typically installed as
  31.      a setuid root program and so the notice board is owned by, and writeable
  32.      only by, root.
